Shanghai Nan Hui Prison is situated at Zhou Pu Town，Pudong District. It is the first construction with a combination of a large-sized prison and a hospital that functions as a prison to house mainly the elderly, sick, and disabled inmates. The construction area of the prison is 28842 square meters. The design and construction of the building take sufficient consideration concerning the physiological peculiarity of the elderly, sick, and disabled inmates and include various additional special facilities that incorporate the rehabilitation and reform as one physical body. It was officially used to detain inmates from July, 2007.

　　The prison actively carries out the policy of “combining the punishments with reform, and combining education with labor”, to manage the prison in accordance with the law and to enforce the law equitably, with an effort to transform inmates to become law abiding citizens. It was conferred the honorable titles such as an advance collective unit in prison labor and educational work of the nation, the model collective unit of Shanghai, and the civilized unit of Shanghai, and has become the first scientific research base of the crime prevention research centre of the Justice department in Shanghai.

　　The prison took the lead in establishing the site vigilance mechanism that was spearheaded by the command center, creating a security and defense barrier with linkage and high efficiency, strengthening the illness treatment mechanism, achieving centralized medicine queuing, medicine distribution procedure, adopting a “golden 5-minute”emergency rescue model, initiating “green lane”hospitalization in social hospitals, strictly executing multi-directional illness notification system, actually safeguarding the legal rights and interests of inmates.

　　The prison actively explores and abstracts the education reform disciplines for the elderly, sick, and disabled inmates, surrounding the theme of “life, health, self-confidence, gratitude”, guiding inmates to reform through cooperation, self-discipline and hope; places emphasis on “3 perspectives”reform for inmates, inaugurating a diversified educational model, “as a cultural man”, to promote the measures of psychological rectification and interference, and endeavor to initiate the peculiar reform work for the elderly, sick, and disabled inmates; to fully exert the rectification function of labor reform, and to formulate a preliminary rehabilitative labor management system that is suitable for the elderly, sick, and disabled inmates.

　　The prison applies the concept of “system + technology”as a guide to build a system of “multipurpose card for inmates”, to create a fast and convenient open platform to regulate the sentence reduction, parole and seeking medical consultation outside prison on bail in accordance with the law; insists on humane way of law enforcement. It carries out the work such as diagnosis and treatment of disease, epidemic prevention and food and nutrient according to the peculiarities of the elderly, sick, and disabled inmates; actively invites law enforcement surveillance personnel, media, relatives of inmates to enter the prison to take part in the activities that are opened to the outside world, develops the scope and modes of external supervision, and ensures equity, probity, and civility in law enforcement.

　　The prison vigorously promotes the “red candle”spirit of the new era, places emphasis on the establishment of cohesion and centrality, to guide the formation of work culture and environment that are characterized by the love and respect of one’s career and willingness to contribute; to exert the effect of the “4 large platforms”, police security group, rectification therapist and young policeman, carries out pertinent trainings and practices to improve the special skills and professional capabilities including sign language, first aid and epidemic prevention; emphasizes on the use of police force scientifically, releases the police force through the use of intensive mode of operation, and to stimulate the police force with normative police work evaluation mechanism to enhance police operational efficiency.
