Si Chahe is situated in the Da Feng district, Yan Cheng City, Jiangsu Province. It is 50 over kilometers from Yan Cheng City at the north and 300 kilometers from the Shanghai City. This is where a enclave of new Shanghai in the last sixty over years, and it is inchoation of the agriculture of the new Shanghai. This is the place where the memories of tens of thousands of educated youth are precipitated. It bears the weight of all the dreams of three generations of Shanghai farmers. It shoulders the important responsibility at the rear of the Shanghai’s social order and security, and it has witnessed each and every major reform in the judiciary system of new China.

　　The prison grew out of the Reclamation Area Production Management Bureau of the Shanghai People’s Government. The name, mission and where the prison is subordinated to have also been changed several times, along with the historical changes in the last sixty over years. In 1972, the name, Shanghai Farm was adopted. On June 15th 2014, the sign board of Shanghai Si Chahe Prison was officially put up upon the approval of the justice department. Its total area of supervision, hospital, arts learning base, training centre and boarding house for police officers is over 500 mu(approximately 33 square kilometers). Administration wise, it was transferred from the Shanghai Drug Rehabilitation Management Bureau to become a subordinating unit of the Shanghai Prison Administration Bureau, and acting as a law enforcement organization of the country. On October 19th 2015, the prison officially took in the first batch of inmates.

　　The prison finally came into fruition after much hardship and difficulties. During the last sixty over years of development, the people from Si Cha He are able to give due consideration to the overall situation and achieve striking results. In the pursuit of the last sixty over years, the people of Si Cha He have all been proud of making contribution and have been doing so vigorously. The piece of land where Si Chahe is situated has successively accommodated close to 200,000 people including reforming inmates, vagabonds, “4 sides”personnel, labor and education personnel, “3 types”personnel, people who violated the law and made trouble during their appeal to higher authority, and drug addicts, thus making a great contribution towards the stability of the Shanghai society. In the process, it has brought forth a great number of precursors who have been spending their effort in the National Advanced Worker, Wu Guitang as their representative. In 2009, it was nominated the “modern and civilized labor and education centre”at the ministerial level by the justice department. In 2010, it was awarded the titles of “model collective group”of Shanghai and “drug rehabilitation advanced collective group”of Shanghai. In 2011, it was evaluated as “employee book-house demonstration spot”of the national labor union. In February 2012, it was awarded the title of “advanced unit”in living hygiene in the national labor, education and drug rehabilitation system. In the years 2009, 2011, 2013 and 2015, it was conferred the title of civil unit of Shanghai for four consecutive times.

　　Moving along with the larger trend and providing service to the overall situation have become the distinctive characteristics in the last sixty over years of difficult journey of the Si Chahe County. Pioneering and enterprise with arduous efforts and making selfless contribution have become the most valuable spiritual treasure among the Si Cha He people. The Shanghai Si Cha He prison will continue to aim at building a “peaceful, lawful, civil modern”prison in the pursuit of excellence, move along hand in hand and in harmony, to promote “construct prison legally, establish prison by standard, flourish prison with culture”with all its effort, and to advance the Shanghai prison establishment and development with rich content, so as to make a new and bigger contribution in providing service towards a peaceful and lawful Shanghai.
