Shanghai Wu Jiaochang Prison was established in July 1949, and located at No.199, Nenjiang road of the Yangpu district which occupies 81 mu of the land area. It has been called The Shanghai first labor reform unit, and the First labor reform sub unit, etc. in the past. It was then renamed as Shanghai Wujiaochang Prison in the year of 1995. It has gone through a transformation to become a jail primary for inmates with short sentences between 3 month and one year or for those who are soon to be released. It serves as the epitome of pre-release education since 2011. The goal is not only to become a civilized modern prison, but also to become a highly functional and efficient pre-release prison in the nation. The prison has no single instance of jail break in the past 27 years, as well as no major accident in the past 30 years till August 2015.

　　The aim of the prison is to become the leader in the areas of safety management, education, police management, team building, culture establishment, and logistics while constantly pushing for improvement and recognition as a highly functional and efficient pre-release prison. The management philosophy is to combine both rigorous management practice with a touch of human tolerance and care. The prison continues to pioneer and to improve, hoping to offer more aid and support to inmates, focusing on inmates’overall reform, law complying ability, career consultation, pre-release preparation and other guidance that are conducive to inmates’return to the society; at the same time embodying the unique and remarkable pre-release educational management model of the Shanghai prison system.
