Shanghai Female Prison was established on October 22nd 1996. It was situated at No.1601, Zhang Jing Road, Sijing Town of the Song Jiang District. It occupies the land area of 47 hectares. It is the only prison detaining female inmates in Shanghai. It has over 300 police officers presently, of which more than 90% are females.

　　The prison party committee firmly follows the basic working principles of “inherit, deepen, perfect, innovate”, to put into effect the working concept that is characterized by “prepare the layout plan first, breakthrough the pivot point, push forward with increased speed, and maintain a balanced growth”, attempts to build “a safe prison, a prison governed by rule of law, a cultural prison, a special featured prison, a scientific research prison, and a modernized prison”.

　　The prison takes security and stability as its main lines of work, to solidify various security foundations, to deepen the construction of the site vigilance mechanism, to advance the construction of the integration of 5 defenses as one, as well as the integration of security and supervision as one, so as to build a lasting and effective comprehensive prevention and control mechanism with an all-rounded inspection and rectification of safety hazard, and an all-rounded security supervision, and maintains the continuous stability of the supervisory reform order.

　　The prison vigorously promotes the governance of prison by the rule of law, and endeavors to strengthen the standardization process to build a complete system that possesses the characteristic of a female prison, and is suitable for the reformation of the female inmates. It strictly regulates the work concerning the sentence reduction, parole and the execution of sentence outside prison, continuously deepens the transparency of the prison affairs, strengthens the supervision of enforcement, and further enhances the public faith in the law enforcement ability of the prison.

　　The prison recognizes the guiding effect the cultural management has towards molding a prison with quality, and towards improving the quality of work in the prison. It endeavors to explore the model of cultivating police with culture that features “internal conversion within the heart”, and the educational reform model, attempts to promote the construction of “mother culture”, establishes a core value system featuring “law advocacy, assuming responsibility, towards kindness and excellence”, and through combining rational education with sensible conversion, to gradually achieve having a shared value among the police officers and change the value tropism of inmates.

　　The prison shoulders the work of managing and educating various types of inmates from the time of their arrival at the prison to the time of their release. Pertaining to the differences in the types of inmates, and the psychological characteristics and behavioral patterns, it perseveres on the application of scientific management to provide education accordingly. It continues to improve the effectiveness of the rectification through exploring the characteristics of management and educational model for female inmates.

　　The prison carries out scientific study on topics including mother culture, inmates’ risk evaluation, recognition treatment, organizing multiple-tier academic exchanges, establishing scientific theory research key staff team, actively setting up the platform for officer scientific theory research, encouraging mass scientific research activities and effectively improving prison scientific level of the education and reform work.
