Shanghai Bai Maoling Prison was original called Shanghai Bai Maoling Farm. It was built in March, 1956. it is situated at the hilly area of the common boundary between the two counties, Guang De and Lang Xi of the Xuan Cheng City of An Hui province, with a total area of 42.5 square kilometers. It is 258 kilometers away from Shanghai. In 1995, it was renamed “Shanghai Bai Maoling Prison”.

　　For the past longer than half a century, the prison has been embracing a central mission to provide service to maintain stability and harmony, and has detained and reformed a cumulative total of tens of thousands of prisoners, effectively exerting its strategic function as a Shanghai social security “strategic space”and prisoners’reform “reservoir”.

　　As one of the places of origin of the “red-candle spirit”, the spiritual culture, consisting of “loyalty and reliability, justice in law enforcement, strive and hardworking, and willingness to contribute”has been passed down for generations by the people in Bao Maoling. In the eighties of the last century, the prison began to take the lead to explore and implement the reform by prisoner categories, and to establish teaching and instruction brigade, as well as experimentation brigade, to act as a sample for standardization building and as a base for police officers’training.

　　The prison positions and adjusts itself vehemently after entering the new century. In April, 2004, the newly constructed central prison was officially put into use, realizing the prisoners’centralized detention and reform. In 2008, it was established as a modern civilized prison at ministry level. In 2011, it was honored as an Advanced Unit within the Justice Administration System of China, and from 2012 onwards, it has been continuously named Civilized Unit of Shanghai.

　　After experiencing 60 years of trials and tribulations, and advancing wave upon wave to create new chapters, and under the correct leadership of the superior party committee, Bai Maoling Prison has been firmly holding onto its security and stability lines of defense, focusing completely on the work motif “to govern the prison by law”, closely surrounding its main duty of supervision and reformation, applying the policy of following daily working regulations by police officers, and the system of assigning cell-room responsibility to police officer in-charge as main axis, to solidify its basic work at the grass roots level, at the close of the year 2015, the prison has achieved zero breakout for 19 consecutive years, and no malignant cases in 25 years, and no unnatural death cases in 18 years, to build a new meritorious record for the mode of prison development that has the connotation of putting “safety, nomocracy, civility and modern”into practice.

　　The prison is holding on to the ideology of “strict management and deep love”, and regards building a rigid police force as the basis of advancing its undertaking. As a base for training young police officers for the bureau, persists on the problem oriented and demand oriented approach, blending basis of work, job training and practical training as one, to help them to become the main force of the prison as soon as possible. It also strengthens the strategic planning for the reserved youth cadre, and integrates with the application of vocational and professional channels such as public attorney, psychological consultant and youth lecturer group, etc., to develop an extensive arena for the growth of the young police officers.
