Baoshan Prison was initially constructed on December 28th 1998. It was situated at No. 6178 Hutai Road, Luodian County, Baoshan District, at the northen wing of the city. Baoshan Prison is a prison that mainly incarcerates offenders of serious crimes, male offenders who are sentenced to above 1 year and below 20 years of fixed term imprisonment, lafe sentence and death sentence with reprieve. Starting from March 2014, the prison official detains offenders from Hong Kong, Macau and Taiwan. The prison occupies a total land area of 122 mu. (Including armed police unit). The total building area is 49,000 square meters, consisting of cell-rooms, education district, skill practical workshop, administration unit, armed police barracks and car park.

　　Since the construction of the prison, under the leadership of the city justice department, city prison administration bureau, the two levels of the party committees, the prison party committees of the past and present seriously implement 《The Prison Law of the People Republic of China》, follow out the principles of “combing punishments with reform, combining education with labor”, insist on the main theme of security, justice, efficiency and development, exert to manage the prison properly, to exploit and be innovative in the pursuit of excellence, achieving the “4 Nos”objectives: no prison break, no major occurrences within the prison, no major production safety occurrences and no major epidemic situation. In March 2003, Baoshan Prison was named the Shanghai’s Modern and Civilized Prison by the City Justice Department; In December 2005, it was again named the Shanghai’s Modern and Civilized Prison by the City Justice Department; it successively received the 3rd prize and 2nd prize of the Collective Unit awarded by the City Justice Administration System. It was awarded the honorable title of the Shanghai Civilized Unit for 3 consecutive years since 2011; in May 2012, it received Shanghai “Mayday”Labor Award.

　　The prison takes security and stability as its chief objectives, and relying on technology and information as its main depending factors and protection to build a 3-tier vigilance framework mechanism, consisting of the command center, the sub-control platform, and the site supervision and control.

　　The prison persists on the education policy that is based on people, actively establishes a grand educational structure, and implements a “5+1+1” educational reform model, i.e. 5 days of labor, 1 day of education and 1 day of rest, to carry out deepen the educational reform through continuous exploration. The prison ascertains an educational reform framework that focuses on “1, 3 and 5”, i.e. 1 characteristic—traditional cultural education; 3 evaluations—acknowledgement and repentance of crimes evaluation, individual rectification evaluation, and inmates’recidivism risk evaluation; 5 basic educations—arts and cultural educations, skill training, legal education, moral education and psychological health education. Arts and cultural educations include porcelain board paintings, calligraphy, and national study education, etc. Skill training includes car polish, baker training, etc. Whilst improving the personal quality of inmates, it also enhances their level of skill, to enable them to earn their own living when they return to the society, and converts them to become law abiding citizens and reduce the recidivism rate.

　　The prison takes justice as its lifeline in enforcing the law at all times. It implements the law of the country strictly and follows the policy of execution the law by combining leniency with severity. It carries out evaluation base on inmates’actual performance in areas including the acknowledgement and repentance of crimes, adherence to the rules and regulations, acceptance of the educational reform and labor reform, and provides rewards, punishments, and management by classification. The prison adopts the working model of teaming up with the Baoshan People’s Prosecution Department to establish the decisions on sentence reduction, parole and seeking medical consultation outside prison on bail; and through inviting the well-known members of the society social to play the supervisory role, to protect the rights of inmates to appeal, impeach and to prosecute. It also voluntarily accepts the supervision from the general public. Up till now, the prison has been carrying out its appraisal and evaluation on each of the cases concerning the sentence reduction, parole and seeking medical consultation outside prison on bail strictly in accordance with the law without having any misjudged case or omission.

　　Baoshan Prison will continue to assume its responsibility of maintaining the social well-being, and persist in the fair and equitable way of enforcing the law as its prime value of pursuit, to carry out the law enforcement duty in a rigid, regulated, just, and civilized manner, so as to make a new contribute towards building a safe, legal, civilized and modern prison, as well as towards maintaining the social stability.
