The prison for new inmates in Shanghai was established on 10th January 1997 and located at 7935 Wai Qingsong Road, Qingpu District. This is the first of such facility in the country where its special function is to educate inmates and thereafter distribute them to other facilities. Male inmates who have received sentences of death with 2-year reprieve or life sentences and or those who have a remaining fixed-term sentences period which are more than 3 months will be detained at this prison effectively after the verdicts have been issued by the People’s Courts. Justice Department has even labeled this facility as a “modernized prison”and had been accorded as Shanghai city level “civilized unit”.

　　The utmost important task is to carry out every form safety management system and continuously improve the safety prevention measures, guaranteeing reformation orderliness and stability as part of the foundational work in prison professionalism. “Acknowledgement of crime education, reformation and guidance, importance of behavioral development, review of mental health, evaluation on the level of danger with a specialty in governing strictly”is used as the core by prison to develop a “2.2”new inmates model. For those new inmates who have a remaining period of less than 1 year will be given 2 weeks of initial training which focus mainly on legal education, reformation guidance, good behavior, mental health education and evaluation, safety in production labor etc. “One person one case and one file”for every individual is used by the prison and using new scientific knowledge for reformation are provided for inmates. Prison plays the role of providing social stability and security, enforcing law and order, probing into inmates’individual crimes with the aim of help the public security department to solve major criminal cases, thus receiving the title of “Second 803”。

The prison also actively engaged to solve new inmates’requests: establish “Hu Shuiqing”work room, special training and management for AIDS inmates, seriously implementing national policies concerning racial groups in order to strengthen and ensure proper management and education of minor racial groups to guarantee reformation stability and orderliness. Prison prepare advance medical facilities according to law to ensure new inmates receive proper health screening, ensure prevention of contagious diseases and to provide emergency treatment of sick inmates, protecting the lives and health of inmates.
