Shanghai Bei Xinjing Prison is situated at 1551, BeiQu Road, HongQiao Transportation Hub District of the western suburb of Shanghai. It was originally the Second Prison directly under the jurisdiction of the Ministry of Justice of the Nanjing National government. After the liberation and going through various transforms and changes of name, it was renamed Shanghai Bei Xinjing Prison in June 1995, and placed under the subjection of Shanghai Prison Administration Bureau. Beginning 2013, the prison mainly detains inmates with sentence shorter than a year.

In its daily management, it fully reflects the policy of “coexistence of leniency and severity”, and implements the management by classification, and allocates corresponding treatment grades to inmates according to their degrees of danger, acknowledgment and repentance of crimes situations, and their daily reform performance. Following the principles of “law abidance, accuracy, impartiality, transparency”to evaluate inmates’in terms of their performance in acknowledgement and repentance of crimes, adherence to rules and regulations, acceptance of education and labor reform, and use the evaluation as the basis for their rewards and punishments.
The prison fully implements the “5+1+1”education reform model, and carries out individual rectification with the aim of converting inmates to become law abiding citizens and keep them far away from crimes. It establishes a hundred-member instructors group, conducts police officers’forums every week to provide lectures on morality, law and value concept, teaching inmates not only to follow the path of righteousness, but also to be a noble person. It endeavors to build the Brigade culture of “1 Brigade and 1 Brand”with folk custom feature and promote the Brigade cultural activities with Chinese traditional feature by the forms of calligraphy、ikebana、tea art、clay art、paper cutting、folk music and folk dance, so that to lift inmates’cultivation and moral integrity. In order for the inmates to acquire certain job skill when they return to the society with self reliance capability, the prison provides vocational training with carefully selected training projects and encourages the inmates to participate in varies training programs.
Based on the managing prison strictly abide by the law concept, the prison adopts justification, enforcing law with civilization and guiding the inmates to reform consciously. The inmates’hygiene management is organized by unit which will help them to foster a good life style. The prison has a infirmary run by professional doctors to meet the medical needs and epidemic prevention for the inmates. The prison also has a psychological health guidance centre which aimed at removing the negative psychology、criminal psychology and facilitating them to build a positive mind and behavior through the means of psychology health common knowledge education、psychological assessment and psychological consulting intervention etc.
According to the concept of “Strict Management But With Profound Love”, the Prison aims at building an officer work force with political sensibility, educating office with culture,equipping the officer with science and technology, managing the officer work force strictly and treating the officer work force excellently, so that to build a team with strong responsibility and outstanding professional skill. The Prison establishes a good police image through the internal work and external police job, also improves the officer accomplishment through testing and competition, as well as raise the level of the team standardization through training and drilling.
