Shanghai Qingpu Prison is situated at 7405 Wai Qingsong Road Qingpu District, which started operations officially on 24th December 1994, occupying a land area of 300 mu (approximately 20 square kilometers), staffed with more than 500 police officers, is a correctional facility comprising mainly of inmates have been given fixed term sentences of at least 7 years or more.

　　Prison implemented “Prison –Units”dual management system in its 9 units which includes 3 special functional units such as the logistics unit, unit for foreign inmates and the maximum security unit. Every unit operates with 4 main groups of duties which are safety measures, prison management, education reforms and labor work reforms. Prison also has 15 functional rooms for conducting 4 main types of activities namely integrated work, business work, contingent work and safeguarding work.

　　Prison seriously implements laws as a sacred mission, according to the principle of “uniting punishment and reformation and also combining education and labor work”, to reform inmates into law abiding citizens. The work of the prison is being actively publicized, pushing for ways to execute laws positively, seriously following the punishment procedures in work enforcement, accepting social scrutiny in all areas including internal checks from inmates. Within educational management, inmates’behaviors are required to be strengthened, rectifying bad habits, cultivating consciousness in laws and regulations; actively exploring ways to manage inmates by further categorizing inmates and reformation work, focusing on raising educational management and improving its effectiveness. With the changes in the country’s criminal laws and judicial policies, first of all there is a need to set up maximum security unit to detain prisoners who have reduction limitation and all highly dangerous prisoners. At the same time, this is the only prison to hold foreign inmates from 40 nationalities in Shanghai city and this offers a lawful platform for cultural exchange.

　　Prison devotes much attention to the worthiness of inmates’reformation, encouraging “repentance, understanding, compliance to rules, brand new”as the core value of the inmates reformation. Firstly, prison implements “5+1+1”educational reformation model, which is a 5-day labor reform work with 1-day learning and 1-day rest. Lessons on general law, morals, culture, skills and other basic education are being conducted while at the same time, actively raising the standard of the education through rectification using scientific means.There are now 51 psycho-therapists, assigned to provide mental health education of the inmates, provide mental health screening and intercepting during emergency situations; bringing in Shanghai Open University distance learning resources, covering all levels of educational backgrounds; controlling and exploring art work, building “Aisun”brand, forming Aisun Web, Aisun newspapers, television network, library which are the “10 Platforms of Cultural Reformation”, bringing in overseas jade sculptures, Song Jiang embroidery works, Jia Ding bamboo sculptures, and a batch of invaluable cultural relics with the aim of nurturing the sentiments of the inmates in order to rectify the behaviors, conducting research and provide rectification at its foundation. The participation of inmates who are going to be released in jade sculpturing has also produced many national and Shanghai level handicraft masters.

　　Shanghai Qingpu Prisonwas built in 1994 which is the same year of the China Prison Laws promulgated, Qingpu Prison was formed with the vision of “establishing first class prison committed to the peace and well-being of the society”, cultivating with the aim of “penalizing for crimes through repentance, and successors surpassing the work of the predecessors”, possessing an attitude of “pride in work, work professionalism, positive attitude, upright person”.
