Shanghai Prison General Hospital is situated at No.478, FanRong Road, ZhouPu Town, Pudong District. It is the only general hospital in the entire city to provide medical protection for detained personnel under the judiciary system.

　　The hospital grew out of the HuaDe Road Prison Hospital of the industrial and commerce department in the Shanghai International Settlement. It was started to be put to use in 1903, and it was situated at No.111, ChangYang Road. After the foundation of the New China, the hospital was put under the management of the various departments including the courthouse, the public security bureau, the labor reform bureau and the prison administration bureau. In July,1995, it was changed to its present name, and the hospital was relocated to its present address, accomplishing a once-a-century historical transition and eventually brought forward a new development opportunity.

　　The hospital occupies a total land area of 171.2 mu(approximately 11.4 square kilometers), and the construction area is close to 30,000 square meters, it consists of main buildings including medical technology administration building, physical examination building, general ward building and infectious disease ward building. It has 11 medical treatment section offices including internal medicine, surgery, and infectious section. The total number of beds is 450.

　　The construction of the hospital not only meets the requirements of the security and defense system established by the justice department, it also adheres to the building standards of the hospital construction set by the health ministry, satisfying the profound integration of the supervision reform with medical treatment and rescue. It possesses various medical equipments including a helix CT, digital X-ray Videocon, molybdenum target drone, multicolor ultrasonic instrument, biochemistry, immunity examination instruments, laparoscope, gastroscope, and endoscopes for the intestine, ureter and bronchia. Disease section has centralized oxygen supply facility and central suction. The operation room is equipped with thousand-level laminar-flowpurification facility, the separation of the passage between medical personnel and patients at the infectious disease area and emergency section also meets the requirements of the health ministry. The prison also installs the surveillance system, information network system, and the medical treatment information management system is so complete that it has satisfied the digital construction standard of the prison hospital.

　　In recent years, under the strong leadership of the prison administration bureau party committee, the party committee of the hospital has been leading the police officers and employees of the hospital to strive hard to establish the 7 centers of the prison system including medical and treatment sanitation centre, disease prevention and control centre, addictives rehabilitation centre, disease appraisal and verification centre, physical examination centre, operation training centre, and treatment instruction centre with distinctive results. The hospital is also making use of multi-media video educational network and multi-media classroom to develop a comprehensive education including mental, legal, psychological, cultural and technological education, with the aim of rectifying inmates, so as to enable them “to learn, to realize, and to succeed”, and be able to adapt to the society when they are released, and be better able to shoulder their family responsibility, and to fulfill their obligation as a citizen. For the moment, it has formulated the supervision and treatment management model that integrates the detention, education, treatment, and rehabilitation as one, and has been able to effectively fulfill its double functions of “heal the wounded and rescue the dying”as well as “reform and education people”. The work of the hospital has attracted the attention and praise from all circles of the society, and it has successively been rewarded with various honors including Shanghai people’approved group of civil servants, 10 best model units in employees and moral building in Shanghai and the Shanghai May Day labor award.
